FOREIGN INVESTMENT IN UKRAINE: CURRENT STATUS AND ACTIVATION DIRECTIONS

Abstract

The importance of foreign investment in the development of countries in the aspect of leveling the deficit of domestic financial resources and the restructuring of their national economies has been updated. The statistics on the total volume of direct foreign investments in the Ukrainian economy during 2010—2017 are presented. The reasons for the slow growth of direct foreign investments into the Ukrainian economy in recent years have been identified. The positioning of Ukraine in world international ratings, in particular, the index of economic freedom, innovative technologies, ease of doing business, competitiveness, perception of corruption, global competitiveness index, is summarized. Th e geographic structure of foreign direct investment is diagnosed. The emphasis is on the problem of investment from offshore areas. Thobject, and the second — by unfavorable investment climate. It is noted that the inappropriate distribution of direct foreign investments between industries that threatens to deepen the imbalances of commodity and financial markets and the conservation of ineffi cient production structures is strongly infl uenced by the low level of investment attractiveness of Ukraine. Attention is drawn to the low stimulating eff ect of foreign direct investment on the formation of production of higher 5th and 6th technological processes. The priority directions of activation of foreign investment are highlighted: creation of favorable investment climate in the country, ensuring compliance of distribution of direct foreign investments with the strategic tasks of economic development of the state, which will increase the level of attractiveness of Ukraine as a systemic object of foreign investment. The objective necessity of real rather than declarative improvement of the investment climate, reduction of bureaucratic procedures, simplifi cation of regulatory requirements and the adoption of radical measures for effective protection of investments are noted, the development and implementation of a rational investment concept that will provide an increase in investment activity in the presence of certain economic conditions .e factors determining the low level of investment attractiveness of Ukraine are determined, which are diff erentiated by two blocks: the first of which is determined by the characteristics of the state as a system investment
